Lisa Balkir is currently the Vice President of Risk & Performance Management at Tabor. In 2014, Lisa was initially brought on to create, implement, and manage the Continuous Quality Improvement Department to support Tabor Community Partners, Community Umbrella Agency. Since then, she has successfully expanded and transformed her department into the Performance Management Business Unit, which supports all programs under both Tabor Community Partners, Community Umbrella Agency and Tabor Children’s Services. She oversaw the development, management, implementation, and sustainability of all performance management activities, compliance, procedures, and risk management as it relates to client service delivery. In 2022, Lisa was promoted to Chief Operations Officer, where she served in the role for several years overseeing operations and also served as the lead of the Performance Management Business Unit. She has since transitioned into the Vice President of Risk & Performance Management role to devote 100% of her time to driving quality, improving compliance, and reducing risk areas.


Lisa is a Peer Reviewer for the Council on Accreditation, a Balanced Scorecard Professional through the Balanced Scorecard Institute, and a Licensed Professional Counselor in the state of Pennsylvania. Lisa has utilized her diverse background and expertise to enhance Tabor’s operations, procedures, and services. As Tabor’s Council on Accreditation Lead, she continuously guides the organization to ensure they are following best practices. Lisa has written and implemented many operational policies, which have been instrumental in providing information, explaining processes, setting expectations, and reducing risk. Under her leadership, she has spearheaded the creation and execution of Tabor’s Balanced Scorecard, which has been key for strategic planning and monitoring of all operations.  Her innovation has also resulted in the build out of the Woods System of Care Balanced Scorecard, which measures KPIs across all of the WSOC affiliates.


Lisa has dedicated her career to improving the lives of individuals and families in the non-profit sector both direct care and administration, including mental health, behavioral health, and child welfare. She holds a Bachelor’s in Psychology from Holy Family University and a Master’s in Counseling and Clinical Health Psychology from the Philadelphia College of Osteopathic Medicine. Whether it is working on a project behind the scenes or working with individuals face-to-face, Lisa is passionate about her work and takes pride in knowing she plays a role in ultimately improving the lives of others.
