Front End Services Program Manager

JOB SUMMARY 

The Front End Services Program Manager serves as a liaison between the Regional Director of Programs, Resource Parent Support Managers, Recruiters, Intake Department, Administrative Staff, as well as CUA staff.  This position oversees all active recruitment of new resource homes, licensure, including annual recertification, and facilitates communication regarding all intakes, placements, step-ups and step-downs, policies/procedures, and other issues of importance. The Front End Services Program Manager is responsible for providing direct supervision, support, and oversight to the Recruiters, Intake Coordinators, Administrative Assistant, and Resource Parent Training Consultant.  The Front End Services Program Manager is responsible for ensuring adherence to the Foster Care and Supervised Independent Living Scopes of Service, as well as all applicable agency, local, state, and federal regulations and guidelines.  A flexible schedule is needed as some weekend and evening hours are required. 

 

 

EDUCATION 

Master's Degree in Social Work or related field, including but not limited to psychology, counseling, education, criminal justice, or public health administration. 

 

EXPERIENCE 

Minimum of two (2) years experience in child welfare.  Foster care experience is preferred.  Minimum of two (2) years experience in a supervisory role is required.

QUALIFICATIONS 

The employee must possess a valid Pennsylvania driver's license (unless living in another state during the employment period), vehicle registration, car insurance, and have a safe driving record. The employee will demonstrate safe driving skills while driving for work purposes. The employee must be at least 21 years of age. CERTIFICATIONS, LICENSES, REGISTRATIONS 

  • Valid driver’s license and ability to use own vehicle.  

  • Must be free from any communicable/infectious diseases. 

  • Provide a valid PA Child Abuse Clearance, FBI, and Criminal Back Ground Check 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Oversee front end services related to recruitment, licensing of resource homes, and intake functions. 

  • Spearhead all targeted recruitment efforts to bring on new resource homes based and certify kinship homes to grow the program. 

  • Oversee all licensing and re-certifications of resource homes, including assignments of home study writing. 

  • Manage all changes around resource homes and their appropriate levels of service. 

  • Promptly investigate complaints related to resource homes and work cooperatively with the county, state, and law, as required. 

  • Serve as the liaison among the resource parents, referring agencies, the county, the state, and Tabor staff. 

  • Solicit, receive, and screen all referrals in the intake department. 

  • Oversee the completion, submission, and tracking of moves, admissions, and discharges within programs. 

  • Oversees preservice training and in-service training opportunities for resource parents. 

  • Ensure TCS maintains active partnership with DHS Quality Parenting Initiative. 

  • Oversee all admissions, moves, and discharges and review documentation regarding acceptance/denials of referrals, correspondence to resource homes, placement paperwork and financial related documents, exchanges with referral source, etc. 

  • Create and participate in the On Call rotation after hours, which may require transporting child(ren) to placement settings after hours. 

  • Create reports as needed and requested. 

  • Provide direct supervision to each member of the team in accordance with county, funder, state, and agency standards. 

  • Actively partner with internal and external agency staff to achieve successful outcomes for children, youth, and families. 

  • Conduct regular team meetings with direct reports to ensure team cohesion and adherence to current standards, practices, regulations, and policies. 

  • Ensure that each member of the team provides services that meet and/or exceed standards established in the Scopes of Service, Contracts, and in accordance with all applicable local, state and federal guidelines and regulations. 

  • Complete Performance Evaluations for all direct reports according to agency timeframes. 

  • Develop, implement, and monitor staff performance improvement plans as necessary to support the growth and development of all staff. 

  • Must be flexible, able to deal with crisis and confrontation, as well as other stressful and emotionally demanding situations. 

  • Abide by the Social Work Code of Ethics and maintain the confidentiality of information regarding children, youth, and families being served. 

  • Participate in supervision and training as required.   

  • All other duties as assigned.
